The AI Act, fully applicable from August 2026, combined with the incoming revisions to the General Data Protection Regulation's automated decision-making provisions, is creating a compliance architecture that will touch every remote worker, every AI-augmented workflow, and every cross-border contract on the continent. What most analysts miss buried in the technical specifications of Article 14 and Recital 47 is that Human-in-the-Loop (HITL) mandates are not just a governance story. They are a labour market story, and the data shows women bear a disproportionate share of both the burden and the risk.

Third, the gender composition of AI ethics boards is not a diversity statistic it is a compliance risk factor. Systems designed without the input of the workers most affected by them will fail the substantive requirements of Articles 13 and 14 faster than any technical audit will catch.

The EU's regulatory architecture is genuinely ambitious. HITL mandates, when properly implemented, could create more accountable AI systems than anything currently operating at scale. But "properly implemented" requires that the workers absorbing the compliance burden are also the workers shaping the compliance standards. Right now, that condition is not met. The data says so. The legislation, if read carefully, agrees.
